Advanced International Political Leadership Programme

General Information

The Application should be completed and submitted to the programme secretariat of the International Centre for Local Democracy no later than September 30th, 2019.

Applications received after this date will not be considered.

In order to complete the application please make sure you have the following documents saved on this computer:
1) A pdf or jpg copy of your passport
2) A passport-sized photo in jpg or gif-format (Preferred). Pdf format is also accepted for your photograph.
You cannot save data in this form. You need to complete the entire application and submit it during the same session. You can copy text from other programs in the boxes where text is required.
For any text, please use latin letters A-Z and a-z. Cyrillic letters can not be used.


Please fill out all questions in the application form. Questions marked with an * must be responded to.

You must live and work in one of the countries Albania, Botswana, Gerorgia, Indonesia, Kenya, Kosovo, Montenegro, Mozambique, North Macedonia, South Africa, Tanzania, Turkey, Uganda, Ukraine, Vietnam or Zambia to be eligible for this training.

Language Skills

The Common European Framework of Reference for Languages (CEFR) is a framework of reference for assessing proficiency of foreign languages. The CEFR describes foreign language proficiency at six levels: A1 and A2, B1 and B2, C1 and C2. To participate in the programme you need to have a level of English equivalent to at least B1 but preferably B2. Please read through the following document Reference_for_Languages carefully and assess you own level of English. Be prepared to show your level of English in an interview before acceptance to the program.

Strategic leadership issue

By “strategic leadership issue” ICLD is referring to an issue or situation the applicant regards as a challenge in her role as a political leader. The strategic leadership issue should be something that will strengthen you personally as a local leader.

1) Background and explanation of the role and responsibility of the applicant.
2) Strategic leadership issue and which tools needed to grow as a leader.

Code of Conduct

By applying to this training programme, you are agreeing to the ICLD Code of Conduct that includes the values and expectations of our partners, participants and employees.
